Korea NGO Council for Overseas Cooperation (KCOC) was founded on February 1st, 1999, beginning with 26 member organizations joining in its activities. The main purposes of KCOC are : * to exchange information and cooperate with one another to help NGOs implement their assistance programs in developing countries; * to contribute to the development of international cooperation programs by promoting national participation in NGO assistance; * to activate the nongovernmental diplomacy through the cooperation with Korea International Cooperation Agency (KOICA) in making NGO assistance programs substantially firm; and * to enhance national prestige and contribute to the world peace for humankind. Since 1950s international cooperation developed worldwide to promote assistance for the Least Developed Countries(LDCs) and began to take shape as the Organization for Economic Cooperation and Development(OECD) was formed in 1961. Supporting LDCs is inevitable in solving the problem of world's poverty and famine and building a better world for everyone. Even though Korea has registered as a member of OECD in December, 1996, to step into developed country, the Official Development Assistance(ODA) rate compared to GNP reaches only 0.04%, being far below 0.7% which is the OECD recommended standard. International development through Non-Government Organizations (NGOs) directly supports the grassroots in LDCs, supplementing the limits of governmental assistance as well as providing practical benefit for basic daily requirement to the local community. In this aspect it is the current global current to increase and extend such NGO activity. Starting from 1995 Korea International Cooperation Agency (KOICA) has been supporting NGOs' development activity for LDCs, and focusing on diverse cooperation with KCOC in order to promote non-government international cooperation projects.
